2. Capacity-building among policy makers and technical support staff for conducting the EIA process
The Ministry of Plantation Industries (as PAA for the tea sector) and CEA consider the training programmes conducted so far in relation to the EIA process to be adequate. However, with the termination of NAREPP, there is a perceived need to supplement the CEA training programmes related to the EIA procedures.
There also appears to be a lack of awareness and training related to the monitoring aspects of the EIA process. Specific training on monitoring are likely to emerge with actual experience in conducting EIA for projects in the tea sector. Nevertheless, it will be necessary for the agencies concerned in the first instance to identify (and provide) staff for monitoring the EIA process and to create awareness regarding their duties and responsibilities in monitoring implemented projects. Specific training could then follow.
