2. Policy responses to international environmental Conventions

The initiation and coordination of policy decisions in regard to international environmental Conventions to which Sri Lanka is a party, and which meet the objectives of Agenda 21 programmes, is carried out by the Ministry of Environment and Forestry. In addition to the Vienna Convention on Ozone Depleting Substances and the Framework Convention on Climatic Change, both of which are of relevance to the tea sector, it is pertinent to briefly state the policy responses made in relation to the "Biodiversity Convention" since it is relevant to the Agenda 21 programmes.

The Ministry of Environment and Forestry prepared a Framework Biodiversity Action Plan,in consultation with the World Conservation Union and the six-year Natural Resources and Environment Protection Programme of the International Resources Group Ltd (NAREPP/IRG) project of the United States Agency for International Development (USAID) in Sri Lanka. Further priority areas for the conservation of biodiversity (including the agriculture and plantation sectors) were identified and a network of NGOs, government institutions and semi-government organizations was established in connection with the implementation of the Framework Biodiversity Action Plan.
