7. Selection of an appropriate PAA

A single PAA is usually assigned the responsibility for guiding the preparation of an IEE or EIA. However, its actual preparation is the responsibility of the developer or the project proponent. If the project proponent is a State agency within the purview of a ministry which happens to be a PAA, then that ministry acts as the appropriate PAA. If a PAA is the project proponent, CEA acts as the appropriate PAA. However, determination of the appropriate PAA is based on the following criteria:

  • The PAA having jurisdiction over the largest area;
  • The PAA having jurisdiction over diverse or unique ecosystems;
  • The PAA within the jurisdiction of which the environmental impacts or resource depletion are likely to be the greatest;
  • The PAA having statutory authority to licence or approve the proposed project.
