III. ANALYSIS OF THE TYPES OF MEASURES BEING USED AT THE SECTOR LEVEL INTEGRATE ENVIRONMENTAL CONSIDERATIONS INTO THE DECISION-MAKING PROCESSES
The Department of Environment and Conservation proposal has some merit in that it seeks to streamline the current regulatory framework into a unified structure. One shortcoming in the development of the proposal is that it appears to have been formulated in a top-down fashion; that is, it appears that the major stakeholders have had no opportunity to provide an input into the design of the framework. While it is highly likely that the proposal will gain acceptance by Parliament, its successful implementation will depend on the extent to which the relevant stakeholders are given the opportunity to scrutinize the proposal and make changes where required.
