Environmental activities in Malaysia are numerous, and are organized by the public sector, the private sector and non-governmental organizations. This chapter highlights programmes aimed at enhancing and promoting public awareness and participation in environmental management by way of educational campaigns and activities, and the dissemination of environmental information. The problem of the lack of manpower in the enforcement section of the Department of Environment and the gruelling procedures that have to be followed, such as the preparation of reports before any action could be taken on polluters, render enforcement relatively ineffective. At the local authority and district office levels, the situation is more serious because of the limited number of enforcement officers, most of who have not been trained for the job of environmental enforcement. If such a situation persists there can certainly be no guarantee that the quality of the environment will improve.
