2. Integrated project planning
Today, environmental considerations are naturally integrated into project planning and implementation. EIAs have been made a mandatory requirement under section 34A of EQA, 1974; anyone who intends to carry out a prescribed activity is required to first conduct a study to assess the environmental impact that will arise both from the prescribed activity as well as the mitigating measures. That strategy requires commitment and close cooperation by all parties involved in the implementation of the EIA procedure in Malaysia, i.e., the project proponent, the assessor or consultant, the relevant approval authority, the enforcement agency (Department of Environment), participating experts and specialists as well as the public and public interest groups.
