III. MECHANISMS FOR INTEGRATING ENVIRONMENTAL CONSIDERATIONS INTO AGRICULTURAL POLICY

In Malaysia, the Economic Planning Unit of the Prime Minister's Department is the central planning agency of the government, and is responsible for formulating government policies, strategies and programmes for the short- and long-term economic development of the country. The Economic Planning Unit comprises three main divisions: (a) Macro Planning Division; (b) Sectoral Planning Division; and (c) Macroeconomic and Evaluation Division.

The Macro Planning Division is responsible for the formulation and evaluation of policies and strategies in the areas of distribution, external assistance and human resources development. The Division comprises a Distribution Section, an External Assistance Section, a Human Resource Section and a Regional Economics Section. The Regional Economics Section is responsible for formulating and evaluating policies and strategies related to the environment. Other responsibilities of the section are to: (a) formulate policies and strategies for promoting balanced development among the regions and States of the country; (b) formulate and evaluate policies and strategies related to urban and rural development; (c) advise State Economic Planning Units on the formulation of development policies and strategies at the State level; and (d) coordinate Malaysia's involvement in the development of growth triangles as well as facilitate private sector participation in collaborative projects within those triangles.

The Sectoral Planning Division is responsible for the formulation of sectoral policies and strategies, and the preparation of programmes and projects to be implemented under the five-year development plans. The Division also ensures that the allocation of funds for the various sectors of the economy are in line with the overall macroeconomic framework and that resources are efficiently utilized in achieving balanced growth among sectors and regions. The Division comprises seven sections: a Agriculture Section; a Commerce and Industry Section; a Development Budget Section; an Energy Section; an Infrastructure and Utilities Section; a Social Services Section; and a Technical Services Section. The Agriculture Section is responsible for:

  • Formulating policies, strategies and programmes for ensuring optimum and sustainable utilization of agricultural resources through commercialization with market-oriented growth;
  • Preparing the agricultural planning framework for short, medium and long term;
  • Studying, monitoring and advising on current trends and issues in the sector;
  • Evaluating and recommending programmes and projects that are to receive allocations for their implementation in the five-year development plan in accordance with the national agricultural policy (NAP).
