D. Rational planning
Rational planning is not carried out by the Planning, Environment and Development Department and other provincial line departments. The whole planning process of the Planning, Environment and Development Department is related to the sanctioning of money for ADPs. The ADP formulation and planning is mainly directed by politicians including Cabinet ministers, MPAs and other influential people. Public participation has yet to be adopted in the planning process. The line departments do not follow the planning criteria or planning standards, which makes planning irrational and unsustainable. For example, roads are built away from the resources and human settlements. Schools and health facilities like Basic Health Units are not built close to population points. Line departments do not prepare long- or medium-term development plans. Under the existing system the line departments never contact each other before the formulation of projects, which results in delays; for example, Basic Health Units are constructed but no water or electricity supplies or roads are provided, so they do not become operative for sometime after completion.
