D. Organization of the report
It is organized into seven chapters. The environment and development trends in the study area are discussed in chapter 1, followed by a review of the environmental implications of development in Chapter 2. Existing institutions and measures for the integration of environmental concerns into development planning and decision-making (including environmental policies, development plan policies and the planning process, tools, environmental institutions, legislation and its planning tools and guidelines, as well as bottlenecks and constraints) are discussed in Chapter 3. An assessment of the integration of environmental measures into development planning is provided in chapter 4 and a case study on environmental management and conservation of freshwater resources in Kuala Lumpur is presented in chapter 5. The problems faced in the implementation of planned environmental measures are covered by chapter 6, followed by policy recommendations in chapter 7.
