C. Research methodology followed in undertaking the study
The study utilized the following techniques:
- A review of the policy documents, strategies, plans and annual development programmer, laws, acts, ordinances, regulations etc., at various levels of government in the Federal Territory of Kuala Lumpur to identify: (a) the environmental problems and their prioritization: (b) statements on policies, strategies and plans, and the programmes implemented to address them; (c) the development and implementation of provincial strategies under Agenda 21; and (d) the problems and constraints faced in the implementation of the strategies, programmes and plans
- A review of recent journals/newspaper articles etc., to ascertain the recent perceptions of various professionals and citizens, major population groups, NGOs, women and civic societies with regard to sustainable development issues
- Interviews and published material from officials, professionals and resource persons including policy makers, programme managers, professionals, journalists, industrialists, businessman, NGOs and citizen groups, leaders, expatriate advisers with bilateral as well as multilateral donor agencies, with the aim of acquiring firsthand knowledge related to the most important aspects of policies and programmes in various sectors, as well as problems concerning institutional development, their functioning modalities and coordination
- Studies of the institutional arrangements related to environmental planning and development such as the City Hall of Kuala Lumpur and the Department of Environment in order to clarify their impact on sustainable development in the Federal Territory of Kuala Lumpur.
