B. Specific objectives

The objectives of this case study, its methodology, perceived shortcomings and constraints, and the principal findings are discussed in this section.

The specific objectives of the study were to:

  • Review the present status and trend of development planning in Kuala Lumpur, highlighting the degree of integration of environmental considerations into development planning
  • Review the existing institutional arrangements for integrating environmental considerations into economic planning and implementation in Kuala Lumpur and the effectiveness of those considerations in promoting the sustainability of the development process, and particularly their role in promoting participatory and integrated planning
  • Review existing policies, strategies, physical plans and programmes for integrating environmental considerations, including legislation, regulatory and incentive based measures as well as programmes implemented by civic groups and NGOs, and assess their effectivenes
  • Undertake a specific case study on environmental management that highlights a success story or that documents the best practice or reasons for failure of a special effort, and describes the important lessons to be learnt
  • Provide an overall analysis of problems in the planning and implementation of environmental management measures including institutional shortcomings, coordination between different levels of government, and between government, NGOs and other related civic organizations, in relation to the development of urban Kuala Lumpur
  • Provide appropriate recommendations on overcoming the constraints identified in any of the above objectives.
