E. Institutional arrangements for decision-making and development planning at national and local government levels

Fiji maintains a centralized system of government with virtually all power vested with the national government. A local government system, with limited powers, administers the two cities and the incorporated townships of Fiji. There is a provincial administration that applies to the rural indigenous community. It falls under the central government Ministry of Fijian Affairs and has no direct jurisdiction over matters that do not relate specifically to the Fiji community. The Fiji system of national, provincial and local urban government administration is briefly described below.
