6.Environmental monitoring as a tool for integrating the environment into the development
process
Environmental monitoring, which serves environmental management, includes environmental quality monitoring, the collection of pollutant discharge fees, the supervision and routine monitoring of the "three synchronizations" of environmental protection, the monitoring of pollution disputes and emergency situations.
The task has been transferred from health departments and placed under the routine operations of the environmental protection departments.
According the technological requirements of GEMS/AIR of the World Health Organization, six original atmospheric
monitoring sites controlled by the State in Shenyang have been optimally reorganized.
A Shenyang environmental quality database has been set up.
In order to guarantee the quality of data, periodic circuit inspections are strictly made of monitoring sites and urban areas, counties and districts. Shenyang was the first place in China to create air pollution predictions.
Such predictions are beneficial to environmental education and awareness and conducive to the routine activities of the population. It can also improve environmental awareness among the population..
