5. Environmental management of construction projects

  1. Classification of the construction projects
  2. In the past five years, the classification of construction projects has been made on the basis of the EIA system. The construction projects are divided into three types: red, yellow and green card projects. The red card projects must submit EIA reports, while yellow card projects need only fill in EIA forms and the green card projects may directly conduct the examination and approval of the "three synchronizations" procedures. As a result, the procedures of examination and approval have been simplified and work efficiency has been improved.

  3. Reinforcing management of the "three synchronizations" through economic means
  4. In 1993, Shenyang city reinforced the "three synchronizations" management system, utilizing economic means, and initiated the guarantee fund system of the "three synchronizations" of environmental protection. That is, when construction units declare the "three synchronizations" of environmental protection they have to pay 0.1 to 0.3 percent of the total investment as guarantee funds at one time, depending on the amount of the investment. After the construction projects have been reviewed and approved by the environmental protection departments, the guarantee funds can be returned to the construction units. If the construction units do not comply with the provisions of the "three synchronizations" they will be penalized, and the fine is deducted from their guarantee funds. The tentative introduction of the guarantee funds system promotes pollution control by construction units, improves the "three synchronizations" eligibility rate of construction units, and reinforces the capability of the environmental protection departments to effectively control and restrict new construction projects as well as control the appearance of new pollution sources.
