3. Comprehensive urban environment administration
In recent years, according to the policy of taking prevention as the main
objective, the urban environment has been administered (figure 30) with
the aim of promoting the development of the urban environment, as detailed
below.

Air pollution control
Taking the treatment of low surface pollution by smoke and dust
as the main point, the city worked out long-term and middle-term policies
on air pollution control and put them into effect. A total of 78 units
with pollution sources completed the treatment of 122 smoke control and
reduction facilities within the prescribed time, and six black-smoke areas
were established in environmental sensitive areas. Up to 1995, the expansion
rate of heat supply had reached 36.47 per cent in the efforts to reduce
the amount of smoke discharges.

Water pollution control
A "clear water engineering"
programme introduced by the provincial government has been implemented.
It includes 30 projects for water sources construction, the enhancement
of the water supply capability, concentrated control of pollution and the
treatment of pollution sources. After the projects have been completed,
it will be possible to reduce COD by 45,000 tons annually. Examples of
the "clear water engineering"
projects are: the catchment project of the Xihe River, which has been completed;
the catchment project of the Xinkaihe River and the northern sewage disposal
factory, which are under construction; the disposal station for sewage
containing heavy metal from Shenyang metallurgical factory, which is now
in operation; the disposal station for high density sewage from the Shenyang
beer factory with an annual treatment capacity of 60,000 tons, which is
now in operation. In addition, the 22 most serious pollution sources involving
sewage discharges have been controlled.

Noise pollution control
<>In 1995, nine additional areas covering 10.5 km2 met
the noise standards in Shenyang City and a further 398 noise sources that
were above the noise standard were being dealt with. The Announcement Forbidding
Motor Vehicles to Sound Horns in Partial Areas of the City was issued.
The mean value of traffic noise was reduced from 73.2 to 71.8 dB.
