Integration of environmental planning into development planningThe Environmental Protection Law of China clearly stipulates that "environmental protection plans made by the State must be integrated into the plans of the national economy and social development. Policies, economic measures and techniques beneficial to environmental protection must be implemented in order to ensure the coordination of environmental protection with economic construction and social development". The law also stipulates in detail how governments and units at all levels must integrate environmental protection into the national economic and social development plans. The environmental protection regulations of Liaoning province and Shenyang city and related regulations, such as those dealing with air pollution control, also stipulate the integration of environmental protection into local and regional economic and social development plans. Environmental protection for Shenyang City has been integrated into its development plans since the beginning of the 1980s. At the same time as its economic expansion, Shenyang stipulated the goals and tasks for preventing and treating industrial pollution, protecting surface water quality, and protecting and improving the environment. Shenyang introduced measures related to policies, laws and regulations, as well as supervision and management. In the ninth Five-Year Plan on environmental protection and the environmental plan up to the year 2010, the goals, index and measures are clearly stipulated in detail, and they have become important foundations for the management, adjustment and control of various construction activities, and will therefore promote coordinated development of the economy and the environment. In addition, the environmental plan is being coordinated with the national and regional plans. For example, in the ninth Five-Year Plan and the environmental plan up to the year 2010, the goals, tasks and measures for environmental protection were drawn up on the basis of the total control of pollutant discharges and trans-century green projects presented by the State Council.
