E. Environmental legislation

Environmental legislation is a legal guarantee of coordinated development of the environment and society and economy. Environmental laws and regulations are the legal bases of environmental administration as well as an essential means of administrative. Such laws and regulations include those approved by the People's Congress or its Standing Committee, and regulations, stipulations and measures issued by government or environmental protection departments at different levels.

According to the stipulations of the Organizational Law of the Local People's Congress and Local Government of the People's Republic of China, the People's Congress of provinces, cities and autonomous regions are permitted to formulate and issue local laws and regulations on the basis of prevailing situations and practical requirements if they do not contradict the Constitution, laws, policies, decrees and orders of the State.
