1. Shenyang development planning process

1. Preparation stage

On the basis of State and Liaoning province planning, the Shenyang Planning Commission drafts the framework and guiding principles of the Shenyang development plan, and issues the requirements for formulating plans to other relevant departments as well as various counties (cities) and districts under the jurisdiction of the Shenyang government. Workshops on plans are held by various areas, departments and industries. Widespread investigations and research are carried out. The current state of the environment is analysed, and projections are made. The various counties (cities) and districts work out outlines of their plans on the basis of the guiding principles, the framework and the requirements. 

2. Formulation stage

In accordance with State and Provincial development plans, and on the basis of planning outlines formulated by the relevant departments and various counties (cities) and districts, the Shenyang Planning Commission makes careful assessments using both top-down and bottom-up approaches. It then puts forward the guiding principles, objectives, focal points, major construction projects, policies and measures for the social and economic development of the whole city, linking the development plan with the State and Provincial development plans. Finally, the Shenyang Planning Commission finalizes the overall development plan and special plans dealing with areas such as the agricultural economy, industrial economy, urban construction and social enterprises. 

3. Discussion and revision, and demonstration stage

In order to draw on the collective wisdom and absorb all useful ideas, as well as to enhance the scientific and participatory planning, the Shenyang Planning Commission considers suggestions from experts, scholars and workers. The Shenyang Municipal Committee, the municipal government of Shenyang, the municipal People's Congress of Shenyang and the Shenyang municipal committee of the People's Political Consultative Conference, hold workshops on planning and put forward suggestions for evising the plans. Finally, the draft plan is formulated. 

4. Examination, approval and implementation

The Shenyang Planning Commission submits the draft plan to the Shenyang municipal government for examination. The plan is then submitted to the Shenyang municipal People's Congress for approval, after which it can be implemented by the municipal epartments and counties (cities) and districts.
