3. Comprehensive industrial base
Constructed during the first Five-Year Plan, Shenyang is an old comprehensive industrial base with heavy processing industries as the main body.
At the end of 1994, the proportion of secondary industry was 46.2 per cent of GNP.
The proportion of heavy industry was 63.3 per cent of gross industrial output value of Y85.09 billion.
Of heavy industry, the proportion of industrial-processing enterprises was 84.1 per cent, with output value accounting for 78 per cent.
Heavy processing industries in Shenyang occupied a fairly high proportion in the processing industry of Liaoning province. Both
Shenyang's industry-processing enterprises and its output value made up about one third of the total for Liaoning province.
Statistics for 1993 show that the output value of the processing industries was 35.7 per cent of the total in the whole province, while the number of enterprises amounted to 30.1 per cent.
In recent years, Shenyang has greatly adjusted its economic structure in order to realize its strategic goal of becoming a central, modern international city.
So the proportion of tertiary industry in GDP has been greatly increased and the proportion of secondary industries has been decreased.
Despite that change, Shenyang's secondary industries, especially heavy industries, still have a solid base and an important position in the economy of Shenyang and Liaoning.
