II. SHENGYANG CITY DEVELOPMENT: CURRENT SITUATION

Shenyang, the capital of Liaoning province and the fourth largest city of China, following Shanghai, Beijing and Tianjin, is located in north-eastern China. Shenyang governs nine urban districts (Dadong, Shenhe, Heping, Tiexi, Huanggu, Dongling, Yuhong, Xinchengzi and Sujiatun) and four counties (or cities) (Xinmin, Liaozhong, Kangping and Faku) (figure 3). The total land area of Shenyang is 12,980 km2. The total population at the end of 1995 was 6,667,971, of which the urban population amounted to 5.419 million. The urbanization level of the population is 81.2 per cent.
