A. Training

Education is accorded priority by the government. Thus, the education sector generally claims some 20 per cent of the total annual national budget, as was the case, for example, in 1995/96 when T$ 10.5 million of the national budget (Ministry of Finance, 1995) was allocated to educational requirements.

The government has several tertiary institutions which specialize in teacher training, navigation, engineering, agriculture and tourism. Although those programmes were not designed to prepare personnel for the environmental area, trained human resources who obtained their tertiary training under those programmes are in fact employed in the environmental field.
