Chapters II to V discussed the institutional arrangements and mechanisms for integrating environmental considerations into the economic decision-making process in Tonga. Although it is
important to have those frameworks in place, the perceived effectiveness of those management frameworks are perhaps more significant.
This chapter reviews the various mechanisms for the monitoring of enforcement which are inherent in existing management frameworks. From the outset, it should be noted that while a few commentators (e.g., Dahl, 1978; Economic and Social Commission for Asia and the Pacific, 1991; and Pulea, 1992) have documented information of a similar nature, an in-depth analysis of monitoring needs was not carried out.
