A. Measures for protecting the environment

Legislation is the main measure used in Tonga to protect the environment, and the various legal measures have been comprehensively discussed and analysed by the EMP (Economic and Social Commission for Asia and the Pacific, 1991) and Pulea (1992) reports. Since the reports also provided detailed recommendations for improving the various measures, they are not re-analyzing nor repeating here in detail.
Instead, what is attempted here is a brief description of some of the existing measures, grouped according to type, and the sectors on which the legislation is intended to have the most impact. The description is not exhaustive, but it does cover several of the more important environmental areas and concerns that require immediate attention. The description is followed by the analysis of the effectiveness of the measures, which should help point the way to the improvements needed.
