The first part of this chapter describes the sector-based measures used to protect the environment, followed by an analysis of the effectiveness of the measures and the programme.
Some suggestions are then given on how improvements may be brought about. Public awareness raising and educational programmes are discussed, some of the constraints are highlighted and a brief outline is given of how, and to what extent, the public participates in those programmes.
