D. The Development Coordination Committee

The Development Coordination Committee (DCC) reports to the Cabinet on all projects having financial implications beyond the approved budget, and it is coordinated by the Central Planning Department. All project proposals that seek to take advantage of national or donor funding are assessed through this mechanism, which includes the identification of a donor source and whether the project proposal meets the stated objectives of the Development Plan. It also makes allowances for any impact that the proposed project might have on the environment. That is specified in the appraisal criteria of the Project Preparation Handbook, published by the Central Planning Department. The Handbook sets the recommended standardized formats for project submissions to DCC and the Ha'apai Development Committee.

DCC is chaired by the Deputy Prime Minister, and comprises the Chief Secretary and Secretary to Cabinet, the Secretary of Foreign Affairs, Secretary of Finance, Solicitor-General, Chief Establishment Officer and Director of Planning. Other heads of ministries, departments or statutory bodies are co-opted as and when necessary.
