A. Current measures for training government officials

2. Projects

A number of current projects provide for the training of government personnel in economic-environment integration, including:

Capacity Building in Support of the Philippine Council for Sustainable Development (CAPACITY 21). This is a catalytic project that assists PCSD members and other stakeholder groups in building their capacity to integrate principles of sustainable development and the Philippine Agenda 21 into their development plans and programmes. One objective of the project is the upgrading and strengthening of the institutional and technical capabilities of PCSD towards the promotion and sustenance of advocacy efforts in sustainable development. That objective will be pursued through the HRD component of the project which is designed to develop competencies, knowledge and the skills necessary for the formulation, integration, monitoring and evaluation of the Philippine Agenda 21;

Integrated Environmental Management and Sustainable Development Programme. This five-year assistance programme, which commenced in 1994, is designed to enhance national capability for successfully implementing the Philippine Strategy for Sustainable Development and the Philippine Agenda 21. The overall programme objective is to assist the government in systematically integrating environmental and sustainable development concerns into policy-making and sectoral/regional planning activities. That objective is directly addressed by four components of the programme:

(a)The Integration of Environmental and Socio-Economic Development Subprogramme. The subprogramme is intended to develop and establish a support system, tools and mechanisms which will assist policy makers, planners and programme managers in incorporating environmental concerns in sectoral policy formulation and implementation, as well as in fleshing out the policy framework necessary to achieve the goals of PSSD and the Philippine Agenda 21;

  • Capacity-Building for Integrated Environmental Planning and Management. The objective is to improve the environmental planning and management capability of key government agencies and LGUs;
  • Capacity-Building in Environmental Economics. This is a technical assistance component, sponsored by the Asian Development Bank for selected developing member countries including the Philippines, which is aimed at strengthening the capacity to use environmental economics in the formulation and implementation of development projects, programmes and policies. Activities include training workshops and field studies for officials and technical staff of key government institutions concerned with development planning and environmental management, such as NEDA and the Department of Environment and Natural Resources;
  • Environmental and Natural Resources Accounting Project. The project, now in its fourth phase, has three objectives: (a) developing mechanisms for examining environmental-economic interactions; (b) generating improved information on specific sectors of the economy which are of importance to natural resource and environment policy; and (c) providing better measures of the growth and development of the Philippines, as recommended by Agenda 21 and the United Nations Revised System of National Accounts of 1993. Phase IV, which is currently being implemented, focuses on the aspects of institutionalization of environment and natural resource accounting, training and dissemination activities. Specifically, a draft Executive Order has been prepared which mandates the institutionalization of the Philippine Economic-Environmental and Natural Resources Accounting System and the creation of units within the organizational structure of the Department of Environment and Natural Resources, NEDA and the National Statistical Coordination Board to coordinate ENRA activities.
