2. Monitoring, reporting and evaluation system for the Philippine Agenda 21

Under the leadership of PCSD, the Philippine Agenda 21 was formulated with financial assistance from the Capacity 21 facility of UNDP (Philippine Counsel for Sustainable Development, 1997b). The document benefited from the series of multilevel, multi-stakeholder and multisectoral reviews and consultations which were previously conducted.

PCSD is committed to providing a mechanism for implementing the principles of sustainable development as embodied in the Philippine Agenda 21, and to ensuring their integration in policies, plans and programmes involving all sectors of society. A necessary element in the discharge of its responsibilities and the fulfillment of its mandate, however, rests on the development of an MRE system for the implementation of the Philippine Agenda 21. A major initiative in that regard is a study on the most appropriate MRE design. The envisioned MRE system for PCSD is expected to: (a) consolidate, systematize and streamline present MRE efforts being carried out by the government as part of its sustainable development strategy; (b) evaluate the extent to which the Philippine Agenda 21 has been integrated into national and local plans and policies that have been adopted and implemented by all stakeholders; (c) support and enhance existing national and local multisectoral and sectoral monitoring, evaluation and information exchange for important initiatives related to the Philippine Agenda 21; and (d) provide a system for reporting on, and providing feedback and utilizing MRE results from, the Philippine Agenda 21 for international, national and local stakeholders.
