1. Formulation of an environmental monitoring programme
In view of the limited capability of the Department of Environment and Natural Resources to effectively monitor and assess the environment, an environmental monitoring programme was formulated. The objective of the programme was to address the lack of:
(a) facilities essential to obtaining good quality data and providing accurate information for policy formulation and enforcement; and
(b) awareness of the importance of the various scientific and technical aspects of environmental protection.
The components of the programme include: (a) the enhancement of the air quality monitoring network; and
(b) the upgrading of laboratory facilities for Department of Environment and Natural Resources regional offices.
Enhancing the air quality monitoring network is to be carried out through several major activities such as an emission control programme; fixed-site continuous monitoring stations; and mobile laboratories.
To complement the laboratory services of the government, the Department of Environment and Natural Resources will vigorously pursue the decentralization of environmental monitoring and assessment in order to cope with increasing industrialization in the countryside.
A system of accreditation or recognition for private and academic laboratories will be put in place. The components of the laboratory upgrading programme include:
(a) the provision of technical advisory services on pollutant analysis and control, criteria and setting of standards;
(b) the provision of equipment for monitoring, reporting and evaluation (MRE) by the Department of Environment and Natural Resources and its regional offices;
(c) data management and information networking; and
(d) training in laboratory analysis and the operation of related equipment.
