V. REVIEW OF MONITORING MECHANISMSB. Institutional landscape for monitoring1. Forest protectionThe monitoring of illegal logging activities is carried out by regional staff of the Department of Environment and Natural Resources in cooperation with the various law enforcement agencies such as the Philippine National Police, the Department of National Defence and the Armed Forces of the Philippines, the National Bureau of Investigation and the National Intelligence Coordinating Agency.(a)Institutionalizing and strengthening the Multisectoral Forest Protection Committee Department Administrative Order No. 17 s. of 1995 was issued by the Department of Environment and Natural Resources as a response to the directive of President Fidel V. Ramos to institutionalize and strengthen the capability of the Multisectoral Forest Protection Committees (MFPCs). MFPCs, which reinforce the multisectoral nature of the current initiatives on monitoring and enforcement, enlist the support of civil society and other stakeholders as partners in forest protection efforts by the government. MFPCs are relied upon to: (a) provide reliable information on illegal forestry activities within their area of jurisdiction (i.e., regions, provinces, cities and municipalities; (b) regularly consider and discuss reports from the Department of Environment and Natural Resources with regard to routine and special monitoring, apprehension and prosecution activities; and (c) advise the Department of Environment and Natural Resources and other relevant parties on those activities, among others. Department Administrative Order No. 17 s also effectively appoints MFPC members as Deputized Environment and Natural Resources Officers who form part of the Multisectoral Investigation Team that examines violations of laws, rules and regulations related to the environment and natural resources. (b)Creation of barangay Bantay Gubat (Forest Patrols) The role of the Forest Patrols is to stop illegal logging and destructive practices such as slash-and-burn farming and the indiscriminate use of chemical fertilizers, pesticides and insecticides. (c)Establishment of checkpoints at strategic locations for apprehending illegal traffic of forest products (i)Surveillance operations Civil society support in the campaign against illegal logging is instrumental in the success of such campaigns. Specifically, support in the form of surveillance activities and reports on violations of environmental and natural resources laws, rules and regulations has contributed vital information leading to the containment of illegal logging activities. Log control and monitoring system of the Environmental and Natural Resources Sectoral Adjustment Loan Project The objective of the log control and monitoring system of the Environmental
and Natural Resources Sectoral Adjustment Loan Project, operated by the
Department of Environment and Natural Resources,. is to provide
top-of-the-line tracking procedures for timber and timber products harvested
from legal sources. The system is expected to improve the accounting system
of the remaining timber resources and to enable the efficient collection
of forest charges. It will also simplify the monitoring of illegally harvested
timber and timber products. A pilot test of the system is being implemented
in two timber lease arrangement areas.
