3. Department of Environment and Natural Resources
In view of growing international environmental concern and the need to ensure government compliance with the international commitments by the Philippines, the Department of Environment and Natural Resources issued Administrative Order No. 96-03, known as the "Creation of an International Environmental Affairs Staff" (IEAS).
IEAS is envisioned as performing the functions of:
(a) coordinating implementation and monitoring of all Department of Environment and Natural Resources international commitments and other functions pertaining to international environmental affairs;
(b) reviewing and evaluating Department of Environment and Natural Resources compliance with international agreements, Conventions, protocols and other commitments; and
(c) recommending and implementing programmes and strategies that will enhance the active participation of the Department in international community efforts.
IEAS is currently consolidating information pertaining to the involvement of the Department of Environment and Natural Resources in international Conventions, its commitments to international agreements and the status of compliance; that information is expected to reinforce current data held by the Department of Foreign Affairs and will greatly facilitate the monitoring role of PCSD.
