4. Monitoring and evaluation mechanism

Under the current planning set-up, monitoring the implementation of the national Development Plan is the responsibility of NEDA. However, NEDA also mainly relies on the reports by agencies on their respective implementation of the national Development Plan; but those reports are essentially focused on physical accomplishments. Institutional arrangements for a more objective and substantive assessment of the integration of the environment into economic policies will need to be established, particularly as a feedback mechanism that will provide information for more responsive policy decisions. Among other things, the monitoring and evaluation function may include systematic evaluation of intersectoral tradeoffs for satisfying environmental objectives.
