3. Policy and framework for environmental integration

The government needs to give a clear signal to the relevant agencies, particularly from the point of view of their planning functions, as to whether environmental integration into economic policy decisions is an official development policy. In that regard, it may be necessary to evolve a new institutional arrangement in which NEDA would adopt the environment-economy integration policy into the development planning framework. Subsequently, NEDA would need to issue appropriate guidelines for the incorporation of such a policy by the relevant government agencies and bodies, including RDCs and the Local Government Units (LGUs), into their respective goals and programmes.
