4. Planning process as a venue for integration

One plausible weakness in the system of coordinating the planning process is the degree of involvement at the local level. It is desirable, in the context of an environment-economic policy integration, that representatives from grassroots organizations be involved in the process since they are most vulnerable to any ill-effects of environmental deterioration. However, such efforts are hampered by a lack of a NEDA local counterpart structure because NEDA does not have field offices.
