B. National structure for the integration of environmental concerns into economic policy decisions

In general, while concern for greater protection of the environment has existed for over two decades, only in the 1990s have more concrete steps have been taken to promote less ecologically destructive means of development. The Earth Summit, which endorsed Agenda 21 for sustainable development and in which 179 governments participated, including the Philippines, paved the way for rethinking and reorienting national goals and priorities to make development environmentally sustainable.

The scope for integrating the environment and the economy at the national level could be defined when formulating national development goals and strategies; at the sectoral level it could be defined in the preparation of agency plans, programmes and projects.
