E. Adequacy of present arrangements

The existing procedural arrangements, as far as the integration of environmental considerations is concerned, are voluntary. With the agencies and their personnel experiencing growing international exposure, national concern for the environment and its sustainability is increasing. However, consideration of that aspect of development has yet to be made mandatory, both in terms of assessing the environmental implications of policies and procedures and in the allocation of financial and other resources, either for the assessment or the mitigation of adverse environmental impacts. The procedural arrangements and the existing guidelines issued by NPC may be adequate, as long as they are strictly followed. The lack of trained manpower together with the ineffective utilization of scarce human resources are the major constraints in that respect. The same point can be made regarding the provisions for the private sector.
