A. Coordination mechanism and modalities
Experience so far demonstrates that coordination is a major problem, both among the policies and programmes formulated and implemented in various sectors and subsectors and among the national level institutions involved in policy planning and programme implementation. The main causes are the sectoral and subsectoral orientation of most implementing agencies, and the lack of clear priorities and availability of necessary resources for those agencies responsible for overall coordination and monitoring. The role of NPC comes to the forefront when coordination at the national level is involved. However, that agency only acts as an advisory body and has no executive authority to prevail upon the sectoral agencies. In addition, the NPC secretariat lacks adequate manpower and the essential skills that would enable it to be effective. Following its establishment, the Ministry of Population and Environment was entrusted with the responsibility of policy coordination and programme monitoring on the environmental fron.
