B. Environmental protection; key to sustainable development

China is a developing country, and development is the primary mission of the nation. However, it does not necessarily mean this primary mission consists only of economic development. Speed of economic growth is important, but efficiency and quality are equally important. Only high efficiency and quality can guarantee the sustainability of economic development and that is one of the most important goals in Shanghai’s growth.
