3. The environmental planning aim

To coordinate with the function planning of the Suzhou River, the environmental planning aim is to make the surface water of the Suzhou River meet the V standard in the short run and before 2000. This is the recuperative stage for the water. The six branches must be near to V standard, and the reach west to Beixinjing should meet IV standard in order to give an entirely new appearance to the Suzhou River in the new century.

The target for the all-around actualization of the water quality of the Suzhou River is the surface water environmental standard meeting the IV class in the year 2010 or later. The eco--equilibrium of the water environmental system of the Suzhou River must be restored and the water quality along with quantity should be guaranteed to correspond to the improving standard of living of the people. After that, the Suzhou River will become a river for sight-seeing, providing a new vision of the international metropolis, Shanghai.
