4. Modern and high-standard urban infrastructure
High-standard urban infrastructure is both the key to an excellent investment environment and the foundation for Shanghai to become an international metropolis. Now the construction of urban infrastructure has a new definition of ecological harmony. The provision of water, gas, electricity and energy and the construction of a transportation system will not only satisfy the needs in quantity but also meet the needs of protecting the environment. Resources should be reused and recycled, clean production should be promoted and the three wastes should be discharged properly. Green cover in the city should be strengthened and the flood-protecting capability should be reinforced.
