F. The century-spanning blueprint of Shanghai city

1. The modern metropolis needs a modern town system

Shanghai's town system consists mainly of the central city, subsidiary cities, second-class cities and small local towns. The subsidiary cities and the second-class cities are the anti-magnetic points and small local towns are the growth points in certain regions. The development of axes will be the first priority and a megalopolis centred in Shanghai will be formed in the Yangtze Delta through connecting cities by Pudong railway, highways and the Yangtze river course.

(a) Shanghai's hierarchic town system

  1. The central city It is made up of Pudong and Puxi and its development should connect the development of Pudong New Area with the renovation of the city proper in Puxi. An open and -multi-cored layout will be implemented in the central city which is to be made up of CBD, sub-centres and special centres.

  2. The subsidiary cities They are adjacent to the central city and are the ideal place to receive the dispersion of industry and population from the center as an anti-magnetic force. For example, the subsidiary city of Baoshan has metallurgy, energy and ports as its dominating industries and Minxin has Minhang district as its backing.

  3. The second-class cities The anti-magnetic centres in Shanghai mainly consist of the subsidiary cities and the second-class cities in Shanghai's town system. The second-class cities are Jinshan, Jiading, Songjiang, Nanhui, Qingpu and Chongming.

  4. The small local towns They are mainly made up of administrative counties, the villages with good prospects and farm towns.

(b) The spatial pattern of Shanghai's town system

The pattern of Shanghai's town system should adopt the multi-axis and multi-cored network system which covers a large area. There should be 6 axes.

The north-south development axis is the main line of high-speed communication which connects Baoshan (including Wusong) and Jinshan petrochemical area.

The west-east development axis is the main line of high-speed communication which connects the under-construction Pudong International Airport and Hongqizo International Airport and will extend to Qingpu county, Zhujiajiao town and the Dianshan Lake area.

Besides, there are the coastal development axis along the north bank of the Hangzhou Bay, Hujia development axis, Husong axis and the southeast axis in Pudong.
