D. Data handling
Computer data management and analysis have been given increasing importance
by the Shanghai
Environmental Monitoring Center since the mid-1980s. Computers were initially
employed in database automation. statistical analysis and diagram presentation.
Soon, an integrated system was developed based on business database software
with multiple functions for input/output, query, editing and more complicated
analysis. After the successful implementation of this system in the Shanghai
Environmental Monitoring Center, it was applied to subsidiary environmental
monitoring stations at district and county levels, which requires the monitoring
data to follow a certain standard format and be submitted yearly on diskettes
to the Center.
As the information technology has become more advanced and complex,
the environmental protection agencies also require deeper knowledge from
the large amount of monitoring data. SEPB established its own information
centre, to separate data analysis from the laborious task of data collection,
and with the objective of obtaining greater insight into the monitoring
data by comprehensive processing. It also expected such efforts to improve
office automation and upgrade management through information technology.
In 1995, the Shanghai Environmental Protection Information Center was established
with support from World Bank loans. The Center soon pioneered software
for large rational database management and geographic information systems,
throwing fresh light on traditional methods and techniques applied to data
processing. Full application of such high-technology is expected to begin
in 1997. Currently the database -for Shanghai environmental monitoring
is under construction, the office automation system has been setup, and
connecting through the network of the SEPB, the Monitoring Center and the
Information Center, the environmental agencies at district and county levels
will soon be involved.
Following the provision of Environmental
Protection Law of the People's Republic of China, SEPB issues the annual Shanghai
Environmental Bulletin based on the monitoring data.
