2. Institutions
The BWDB is responsible for planning, design and implementation of large FCD projects. The BWDB is under the Ministry of Water Resources. In some cases conceptualization of projects starts at the regional level, but is referred to the BWDB for the preparation of the project concept paper. WFMS points out several weaknesses in the organizational planning and implementation capacity of BWDB, one of which is the failure to focus on inter- and cross-sectoral issues.
The LGED, which is under the Ministry of Local Government, Rural Development and Cooperatives, through its Rural Development Programme develops small-scale projects (FCDI, FCD, DI and I) with benefited areas equal to or less than 2500 ha. The LGED is responsible for the formulation of local level plans (Thana level), in cooperation with Thana officials, including maps and road plans, flood control and drainage facilities and irrigation schemes. Below Thana level, Union Parishads carry out similar activities for very small projects under the Food for Works programme.
