Environmental Quality Promotion: An important role of national governments, in conjunction with local governments, is promotion of environmental awareness and behavioural change on the part of individuals, communities, and firms. Such promotional work should have a focused message that supports national environmental priorities and strategies rather than being overly abstract, comprehensive and / or broad based. It should use appropriate media, e.g., videos, newspapers, television, classroom instruction, the internet, etc., which will vary by sub-region and the group being targeted. Assessment should focus on the effectiveness of promotion and awareness activities, a difficult task. Professional social science and market research techniques such as polling, focus groups, and other mechanisms need to be used.
