Countries join in regional organizations to increase international force: Supranational organizations play a vital role in integrating environmental considerations into the economic decision making processes of the Pacific Islands. Regional Organizations were initially set up to administer international bilateral aid and increase the international political force of these small nations.
Factors for success of sub regional cooperation: The sub-regional organizations operate successfully using a pattern of co-operation, problem identification and policy formation. They incorporate the needs of the people of the region through participatory methods in field investigations, workshops, and surveys.
Each organization functions cooperatively by playing separate roles (not all are mentioned):
- The South Pacific Forum, made up of the heads of government of the South Pacific Countries would be the executive, forming policy decisions and acting through the Forum Secretariat.
- The South Pacific Organisations Coordinating Committee (SPOCC), made up of the heads of the regional organisations with the Forum Secretariat as Chair would be a Cabinet.
- SPREP is Oceania's Ministry for the Environment.
- SOPAC is Oceania's water utility board, and mineral resources department.
These organisations function from the bottom up, not from the top down: It acts as their representative in negotiations with foreign fishing nations, co-ordinates research, and facilitates common policy decisions to meet the needs of its member countries.
Respect for all members and their views is of paramount importance to this process: Each nation on the governing body of the regional organisations has an equal say in the policy and planning process, so the regional organisations represent their needs and visions. The interests of various member countries are harmonised between the participating governments in an equitable fashion.

Comments on this example:
A multitude of international organizations, set up since World War II, was often in conflict over their respective roles and authority. This, at times, resulted in considerable wastage of funds and lack of cooperation. A review of the entire structure reorganized the network and resolved many of the conflicts. The new structure is a model of international cooperation.
SPOCC is an ad-hoc committee composed of the heads of Pacific Island intergovernmental organisations, and permanently chaired by the Forum Secretariat. Its purpose is to discuss and coordinate the work-programmes and policies of the different regional agencies to avoid either duplication or gaps in the provision of services to member countries.

Other international associations could benefit from a similar restructuring, but there are few areas where the countries have joined together over such a broad front of activities.

Integrating stakeholders: Regional organizations play key roles throughout the Asia Pacific Region and frequently are exceedingly important in national policy formulation. Member countries are at all stages of development, all sizes, and represent divergent cultures. The important aspect for the success of these organizations is the style of governance that guides their actions. The more participatory the more effective the organizations tend to be.
