Problem overview:

     Awareness and Vision: The integration of environment and development concerns into the Indian local Agenda 21 will ensure that basic needs will be fulfilled, living standards will be improved, and the ecosystems will be well managed.

     Integrating stakeholders: The Indian Constitution has recently made adjustments to reserve one-third of the seats for women and other weaker sections including Scheduled Castes, Scheduled tribes and backward classes.

Background in summary:

     Local Agenda 21: In the context of Local Agenda 21, local governments in India, both urban and rural, have been accorded Constitutional status through two amendments to the Indian Constitution made in December 1992. There would now be focus on development planning in place of land use planning and for integration of rural and urban planning. Municipalities would be responsible for urban environment management.

     Integration of peoples representatives: To ensure that the people's representatives would be at the helm of civic affairs at all times and no elected body may be superseded for period exceeding 6 months. The representatives would have a say in all planning matters and the Constitution now provides for reservation of one-third of the seats for women and other weaker sections including Scheduled Castes, Scheduled tribes and backward classes.

     Functions of municipalities: The functional domain of municipalities would henceforward include responsibilities for economic development and social justice besides the performance of conventional municipal functions. Municipalities would also be responsible for urban environment management. There would now be focus on development planning in place of land use planning and for integration of rural and urban planning.

Comments on this example:

      The lessons that could be learned from this example are:

  1. The amendments, which represent fundamental changes in the matter of governance of cities, would have long term impact.
  2. The amendments enhance rights, responsibilities and autonomy of local governments.
Sustainability of the project:

     Awareness and visions: Formalizing national visions through amending constitutions and introducing other formal systems is one way to ensure that sustainable development goals are launched in a positive direction.

     Integrating stakeholders: Adequate power at local level is important in ensuring environmental concerns are taken into account adequately. This provides a basis for local authorities to take responsibility in environmental management. This task was even made easier with the fiscal autonomy, to carry out certain activities with minimum financial constraints.
