Problem overview:

     Awareness and visions: The PROKASIH programmes aims to reduce pollution discharge from households and industries into riverbeds by using awareness raising programmes.

     Integrating stakeholders: The government, NGOs, Universities and many other institutions have worked together in this programme to raise awareness and educate the public and private companies on water pollution and how it can be prevented.

Background in summary:

     PROKASIH a river pollution control programme: PROKASIH is the name of a package of river pollution control programs aimed at improving the quality of river water. This is achieved by decreasing the liquid waste and wastewater discharging directly into the river, with a particular target being industrial waste.

     Coordination of various stakeholders: PROKASIH is implemented by the provincial governments and coordinated nationally by BAPEDAL working with the Ministry of Home Affairs and related agencies. The project is a successful and vital blend of interaction between the Government, Regional Government, university members, journalists, NGOs and community.

     Implementation of awareness raising programmes: Using regional approach, it attempts to encourage the awareness of the community and companies through regional campaigns as well as national promotion. The project actively attempts to increase moral persuasion of the community and companies along the riverbanks. NGOs assist the activity in the regions.

     Achieving community appreciation and participation: In the initial stage, communitys involvement was absent, but now universities participate in the program and mobilize the community. Today, the local communities appreciate and cooperate with the movement.

Comments on this example:

     The implementation of the programme is well designed with the provincial government playing the main role and the co-ordination being done at national level. All stakeholders are involved in implementation. The role of each group is not clear.

Sustainability of the project:

     Awareness and visions: PROKASIH has become a vital program paying attention to accelerating the improvement of environmental control and maintaining its credibility. In addition, It is successful in encouraging the local community in the riverbanks and also the private companies to promote the clean water for daily needs and others. Promotion of participation relationships among the parties involved, such as: government, universities, local communities and NGOs, is favorable.

Adaptability of the project to other situations:

     Good example for replication in other countries. Although, this programme focuses on water quality of the river, hence, replication of this example would be most straightforward if it were adopted in other countries to manage water resources also. In addition, the Philippines and Mexico wish to replicate this program.

Process of decision making and implementation:

     Integrating stakeholders: There is a high degree of cooperation among various stakeholders in the PROKASIH programme, which is probably an important factor why the programme succeeded in the end by reaching its objective - to create awareness. The involvement of various parties helps to make the programme more efficient, and this could be apply to any other programmes not just the PROKASIH. Different parties have different expertise and advantages and each could contribute what they are most capable of doing in the process.
