     Awareness and visions: The PROKASIH and PROPER PROKASIH programmes aim at raising awareness and change in behavior among industries on pollution management and control.

     Policies and measures: Measures have been adopted to control pollution discharge into river bodies such as the pollution-rating scheme.

Background in summary:

     What is PROKASIH?: PROKASIH is the name of a package of river pollution control programmes aimed at improving the quality of river water so that it can continue to be used as it is meant to. This is achieved by decreasing the liquid waste and wastewater discharging directly into the river, with a particular target being industrial waste.

     What are the programmes?: PROPER PROKASIH is the business performance-rating programme that was developed by BAPPEDAL in early 1994. The main objective of the programme is to increase the business willingness to consciously comply with waste management regulations in order to create clean and healthy environment.

     Target group: The main targets for the programme are companies (business-industrialists) participating in PROKASIH. However, the programme also deals with related parties, such as: press, NGOs and others, in order to set up proper evaluation. It is open to public communitys participation.

     The performance-rating scheme: The programme uses ratings for business performance. Colors (Gold, Green, Blue, Red and Black) indicate the grades from best to worst categories. The ratings are used to indicate the levels relating to the quality standards. Having the ratings system, a company can improve the quality and can get access easier to the competitive domestic as well as international markets.

     Incentive for compliance: The groups are awarded after evaluations of companys basic materials, production process, results and waste. Different factories under the same corporate group could obtain different ratings.

Process of decision making and implementation:

     Policies and measures: What happens to the industries who continue to get a red or black rating? If the number of these companies exceeds the others then the idea may be lost. There should be a system of brining these industries to higher grades. The economics of improving will play a major role here. Still it may be viable to stay in business then adopt cleaner technologies, even if certain incentives are given.
