Problem overview:
Awareness and visions: The COREMAP has raised the issue of coral reef destruction from over fishing and unsustainable fishing techniques and that management and rehabilitation programs are needed to bring back the coral reefs to its abundant state.
Policies and measures: The COREMAP believes in strengthening policies and has assisted in policy making for coral reefs rehabilitation, management and conservation.

Background in summary:
COREMAP aims to protect coral reefs: The Coral Reef Rehabilitation and Management Project (COREMAP) is a project expanding throughout a period of 15 years and is separated into 3 phases, COREMAP I, II and III. The primary goal of the Coral Reef Rehabilitation and Management Project (COREMAP) is to protect, rehabilitate and sustain utilization of coral reefs and associated ecosystems of Indonesia.
COREMAP I: (Initiation Phase/ 1998-2001) During this phase, the program will focus on progressive accumulation of knowledge, skill and capabilities of coral reefs management in central, provincial and local levels.
COREMAP II: (Acceleration Phase/ 2001-2007)
COREMAP III: (Institutionalization Phase/ 2007-2013) At this phase, hopefully management of coral reefs and their associated ecosystems will be carried out by local government and communities.
Specific approach is structured in five components:
- Community based management
- Surveillance and Enforcement
- Capacity building (including training), money (monitoring and evaluation) and research
- Public awareness.
Strengthening national policies: In addition, the program gives planning and policy directions in protecting, rehabilitating and sustaining the utilization of coral reefs and associated ecosystems of Indonesia. Promotion of strengthening national policies for coral reefs rehabilitation, management and conservation is the corner stone of the program. The optimal utilization of coral reefs results in sustainable economic development.
Community development: Finally, the community-based development is implemented through sustainable use of coral reefs and their associated ecosystems.

In preparation process, it is successful in gathering moral supports from NGOs, local communities and related line institutes. Promotion of relationships among the parties involved (government institutes, NGOs and local communities) is successful.

Sustainability of the project:

Awareness and visions: Quite often that environmental awareness is generated by NGOs, Universities or research institutions instead of the government because these fixtures have been involved in research programs or having been paying much attention to certain environmental problems for some period of time. It will be very beneficial if the government could work together with these institutions in solving environmental problems like in the case of cooperation between the Indonesian government and COREMAP. It will be mutually beneficial if these organizations could work together. Normally, these private institutions need financial support for research, in which the government could be the provider. In return, the government will benefit from the technical expertise on specific environmental problems that these institutions could provide.

Adaptability of the project to other situations:

Concern for coral reefs has become a global issue. The Indonesian integration of participants and direct project-oriented approach to coral reef management can be a model to other countries in the region.
| Process of decision making and implementation: |
In most cases awareness and education alone will not be adequate if, the communities are dependent on the resource. Alternative sustainable employment opportunities, the flow of benefits to the community managing the resource etc are necessary if, the conservation attempts are to be successful. The involvement of the communities in eco-tourism may be a good option.
The COREMAP programme has been receiving financial assistance in the form of funding by an IBRD loan of US$6.9 million and a Global Environmental Facility (GEF) US$4.1 million grant, along with US$7 million ADB loan. These external funding are for the purpose of supporting better management of Indonesias valuable coral reef resources. It would be interesting to follow up on how long these funding will continue to flow into the programme and what would the programme do in time when assistance is no longer available.
