Awareness and visions: Similar to other national policies that have been carefully formulated to perfectly balance between economic development and environmental management, actual implementation might not be as perfect, since there are many uncontrollable and/or unpredictable factors. For instance, the recent economic down turn in the Southeast Asian region that has led to changes in short term policies to deal with the economic situation, giving priority once again to development with less emphasis on environmental management.

The array of guidelines and policies for environmental protection displayed in the context of this example could possibly be adopted by other governments, regardless of location, style of government, socio-cultural characteristics and level of development, since most of them are conceptual and non-specific to any particular environmental and economic problem.

Policies and measures:
China has clearly defined its policies and measures for sustainable development now and in the future. However, implementing these policies and measures has always been a challenging task for the government, since the success of such policies and measures depend a great deal on the action programs. There are many obstacles in the implementation phase, for example, inadequate budget, rejection from oppositions, insufficient manpower, etc. Therefore, policies and measures and actions programs should be flexible and more adaptable to future changes or uncertainties.
Cost efficient: It is difficult to determine whether national policies are cost efficient until they have been implemented, because projects could go over budget due some uncontrollable reasons, such as changes in prices of project resources. It is quite common also that ideal policies are financial unattainable and policy makers would have to settle for second best solutions.
